10 Cheapest Harley-Davidson Touring Bikes On Sale In 2024
Harley-Davidson’s touring bike category comprises many of the more popular builds to come out of Milwaukee as of late. But this is not a new area for The MoCo. In fact, you could argue that H-D has defined the U.S.-style touring motorcycle market, with sporadic input from America’s other bike builder, Indian. Exactly what constitutes a touring bike has evolved over the ages, from the simple big-windshield models of old, to the present-day, full-dresser, and bagger units. It’s a well-populated and popular sub-genre.
As to what makes a good touring bike, there are a number of factors, and its position on the priority list will vary from rider to rider. Above all, a tour bike should be comfortable, and this comes from a number of different factors. Sure, you generally don’t want your butt to hurt too early in the ride, or to get blasted by the cold wind. But it goes beyond that.
Goodies such as heated grips and seats can go a long way toward extending your riding season. Handguards and lower fairings just add to that cold-weather riding. Supple suspension is a must, and infotainment goodies such as GPS navigation ensure you never get lost. The rest comes down to, of course, storage capacity. All of that comes with a price, though, and you will have to shell out at least 20 grand to take a H-D touring bike home.
To give you the most up-to-date and accurate information possible, the data used to compile this article was sourced from
Harley-Davidson
. The list is in descending order, from most to least expensive of the 10 least expensive touring bikes, excluding the trikes.

10 Road Glide Limited
Price: $32,499
H-D’s Road Glide Limited is essentially the fixed-fairing version of the long-dominant, Batwing-fairing tour bikes. The Sharknose fairing is bolted straight to the frame, but that’s about all that distinguishes it from the older sort of FLT-type models. Lower fairings and a tall, vented windscreen complete the pilot’s protection. A pull-back handlebar and mid-mount rider’s floorboards put you in a comfortable, upright riding position that will save your back over the long run.

The six-gallon fuel tank means you won’t have to sweat any fuel deserts you are likely to encounter in the U.S.
Key Road Glide Limited Points
- Sharknose fairing with lowers and windshield for pilot protection
- Comfortable, upright rider’s triangle
- Infotainment goodies include GPS navigation
- Twin-cooling draws excess heat from around exhaust ports
9 Ultra Limited
Price: $32,499
H-D’s Ultra Limited is the quintessential American touring machine with its popular Batwing fairing setup that, for so long, was the only regular game in town. Like its fixed-fairing cousin, the Ultra Limited sports lower fairings that double as both protection for the rider’s legs, and as housings for the little radiators that are part of the Twin-Cooling system. Fairing vents relieve the vacuum behind the glass and prevent the wearisome head-buffet effect at the top of the pocket. The rider’s triangle encourages an upright riding posture that ensure long-distance comfort.

7 Street Glide
Price: $25,999
H-D’s Street Glide is something of a sleeper. It carries the revised, sculpted Batwing fairing with a short, well-vented smoked screen up top and integrated LED turn-signal bars on each side. Around behind the fairing, the mirrors are integrated rather than being mounted on standoffs, and a massive TFT screen handles all the instrumentation and electronic controls. As a bagger, it drops the Tour-Pak in favor of a clean rear end, so cargo capacity is limited to 2.42 cubic feet, but it’s otherwise as capable as the full-dressers.

Power for the Street Glide comes from a tier-3 Milwaukee-Eight 117 mill with 105 horsepower and a whopping 130 pound-feet of torque on tap. The Street Glide comes stock with all the RDRS goodies, including the cornering-optimized versions. So this bike is a technological marvel right off the showroom floor.

- Outstanding ride-control electronics package
- Powerful Milwaukee-Eight 117 engine
- 2.42 cubic feet of storage
- Full infotainment goodies
6 Road Glide
Price: $25,999
The Road Glide is another sleeper just like the Street Glide, just with the fixed Sharknose fairing instead of the new, second-gen Batwing fairing. This time, the mirrors are on standard standoffs. But the cockpit is otherwise kept clean by the single, large TFT screen that handles instrumentation and ride-control electronics all in one. The fairing has its usual coverage, although the lack of lower fairings and the short windshield means the pilot is less well protected.

The M-8 117 mill delivers its 105 ponies and 130 pounds o’ grunt, all under the influence of the full array of corner-enhanced delightfulness with H-D’s full RDRS bundle as stock equipment. It’s a bagger, so the 2.42 cubic feet of storage are all in color-matched hard bags. This, along with the Street Glide, is one of our favorite H-D touring bikes today.

5 Hydra-Glide Revival
Price: $24,999
Technically billed as a cruiser, the Hydra-Glide Revival is actually what the early touring bikes looked like before the use of front fairing structures. A revival of the much-loved 1956 Hydra Glide, the only pilot protection is the large windshield that sports a color-matched tint along the bottom third, just like the old boys. Oh, and this is a limited edition.

Stock, concho-studded and frilled bags provide 1.5 cubic feet of storage. Power comes from a tier-2 Milwaukee-Eight engine with 94 ponies and 119 pounds o’ grunt. There’s no infotainment system, no ride-control features, only a stock vanilla ABS to help you keep it dirty-side down.

4 Road King Special
Price: $24,999
The Road King Special is another example of an old-school touring bike that’s been carried forward. Built on the FLH design philosophy, the Road King Special has a low center of gravity and a heavy feel that’s very stable and confidence-inspiring. Instead of a front fairing, a simple headlight nacelle dresses up the fat blackout front end.

Power comes from a Milwaukee-Eight 114 with 95 horses and 122 pound-feet of torque ready to go. 3 Low Rider ST
Price: $23,399
The Low Rider ST channels the look of the old FXRT. But instead of an FXR chassis, this model is one of the new Softail family. A fixed fairing and short windshield provide some protection for the pilot, just not as much as one of the larger fairings. This is enough to keep your neck fatigue-free, though.

The saddlebags are mounted high up on the chassis, well clear of the exhaust on the right side, and they come with 1.9 cubic feet of storage. Somewhat on the small side, but light-touring capable just the same. A Milwaukee-Eight 117 drives the Low Rider ST with 103 horsepower and 125 pound-feet of torque on tap to push it into power-cruiser territory. Vanilla ABS and traction control come stock to help you keep it under control.
Key Low Rider ST Points
- Light touring setup
- Stock traction control and ABS
- Ample horsepower and torque
- Stock panniers with 1.9 cubic feet of storage
2 Heritage Classic 114
Price: $22,499
H-D’s Heritage Classic is another modern model that draws inspiration from days long past, back to the mid-to-late 1940s to be exact, when rigid rear ends and the then-new hydraulic front ends briefly co-existed. Of course, this isn’t an old hardtail; the look is a lie. The triangular swing cage delivers a modern ride with a shock hidden under the saddle. Built on the Softail frame rather than the heavy touring frame, the Heritage Classic still offers light-touring capabilities.

The large, old-time windshield provides as much protection as any rider had back in the day, but it’s no substitute for a proper fairing. H-D shoehorned in its Milwaukee-Eight 114 mill with its 94 horsepower and 119 pound-feet of torque, but nothing really in the way of rider aids or infotainment goodies. The black-studded bags carry 1.5 cubic feet of cargo. Vanilla ABS is the only safety system offered on this model.
Key Heritage Classic 114 Points
- Old-school touring look
- Modern, second-gen Softail frame
- Vanilla ABS comes stock
- Ample light-touring capability
